The issue was Gopal Ghosh was the owner of R.S. Plot No. 502, R.S. Khatian
No. 10, J.L. No. 16 of Mouza Bandra, P.S. Katwa, Dist. Burdwan. The
respondents had requisitioned the land for the purpose of implementation of the
scheme, ‘Construction of Katwa Protective Embankment along the river bank
Ajoy’ in the year 1979 with assurance to make rental payments against the
